The Craig Blass Memorial Scholarship Committee was formed in November of 2001 once the University approved the creation of the scholarship fund. Since the scholarship fund is managed by James Madison's Non-Profit Corporation, the JMU Foundation, it was not necessary to incorporate into a separate non-profit. Instead, the committee acts as an extension of the JMU Foundation, working to raise funds through various activities and events to benefit the Blass Scholarship.

The founding committee members include Geoff Black, Tim Miller, Andrew Norton, Bill Roche and Jason Sfaelos. These members drive the majority of the fundraising activities as well as offer opinions on scholarship applicants to the University.
